Is there an official IELTS to TOEFL conversion table?

Yes. ETS (the maker of TOEFL) publishes a concordance table comparing TOEFL iBT scores to IELTS Academic band scores. This is the most widely cited and accepted comparison. However, neither ETS nor British Council (IELTS) officially 'converts' scores — each test measures English proficiency independently. Institutions accept one or the other based on their own minimum requirements.

Which test should I take — IELTS or TOEFL?

It depends on where you're applying. TOEFL iBT is preferred by most US universities and is accepted by over 11,000 institutions worldwide.
