Yes. ETS (the maker of TOEFL) publishes a concordance table comparing TOEFL iBT scores to IELTS Academic band scores. This is the most widely cited and accepted comparison. However, neither ETS nor British Council (IELTS) officially 'converts' scores — each test measures English proficiency independently. Institutions accept one or the other based on their own minimum requirements.

It depends on where you're applying. TOEFL iBT is preferred by most US universities and is accepted by over 11,000 institutions worldwide. IELTS Academic is more widely accepted in the UK, Australia, Canada, and Europe, and is required for UK visa applications. Both are accepted by most major universities globally.
